What states have loopholes for re-registering autos with problems (e.g., salvage titles)?

Lots of places talk about states that will give a clean title to a car with a bad title (salvage, theft, flood, etc). But no one says what the states are.What states have loopholes for re-registering autos with problems (e.g., salvage titles)?

Washington state has no salvage title. If you take the salvage title to Washington State, you will get a clean title.
