One bit of information you probably don't want to hear: most major insurance companies will not write an insurance policy on a car with a salvage title. If you don't tell them that the title is salvage of course they will write the policy because they don't know. This is not an official designation for a title.
My guess is the seller is saying it's a vehicle with a salvage title and the vehicle has been restored.
