If the prior owner registered the car after it was repaired(as Rebuilt Salvage) and has a title, then the transfer will be the same as a regular sale. If he just rebuilt the car and only has a salvage certificate the vehicle will have to be inspected by the DMV or one of their vendors to verify that it meets the safety requirements of a roadworthy vehicle.
